California Low Income Household Water Assistance Program (LIHWAP) Referrals Portal
California’s Low Income Household Water Assistance Program (LIHWAP) is providing critical financial assistance to low-income households by helping to pay down current and past due water and sewer bills.
Households that participate in Cal Fresh, CalWORKs, or the Low Income Home Energy Assistance Program (LIHEAP) are income-qualified to get support through LIHWAP. Other low-income households also may qualify. This program is administered by the California Department of Community Services and Development (CSD), which is working with local service providers (LSP) to connect low-income households to the financial support they need.
To begin the application process, please complete and submit the following form. Your local service provider will follow up within five to seven days.

LIHWAP Referrals Discontinued
The LIHWAP program ends on March 31, 2024. No referrals will be taken after March 29 because service providers would be unable to turn those late referrals around prior to the end of the program. You can contact your local agency if you have any further questions.
